Stuttering inside buildings.

As the topic says I am having an issue when I am inside buildings... The game is completely lag free EVERYWHERE else, but once I step inside an interior cell my pc kind of stutters. The game itself does not slow down but when I look around everything is tearing and it just looks wrong. I can run the game on ultra settings with no problems and this stuttering issue affects my game no matter what setting I am on. Any help?

No, none at all. I did use the ini tweak though to make my game crash less but I doubt that is causing this particular issue...

This was a common problem in Morrowind when a player turned his music slider all the way down. Unlikely here, but thought I'd give it a mention.

did this problem just start if so have you tried an earlier save or try a new game.

Yes and no. I had this problem on Fallout 3 when ever I would go into my megaton house but the problem was only in that one interior cell. For new vegas, this is a new issue for me. I have never had this problem affect every interior cell before on either game.
