I'm running a i7 4790 and a GTX 970 and I keep getting stutters when I have even the simplest of texture enhancement mods like the official 2K texture packs install in the Tamriel world. My FPS drops mostly down to 57 or sometimes freezes completely for a second when walking around the world. It can stutter on cell loading up not all the time.

I'm not running any ENBs and I've tried running it utterly vanilla with default INIs, verified the integrity of the game cache and even reinstalled it completely. I've even tried limiting the FPS down to 30 but I still get stutters. I've also tried using the 64Hz bug fix, ENBoost, SKSE and still nothing. The only mod I haven't tried to Hialgoboost, not like it matters because something is clearly going on here. I don't get this with other games like Fallout 4 so it's something to do with Skyrim.

Please help, I'm at my wits end.
