Subo-Lathla Skyport?

I just came across http://ladynerevar.tumblr.com/post/50510974996/so-glad-someone-reposted-the-morrowind-art-book-to. Apparently it's some old Morrowind concept art for some crazy thing that did not make it into the game. The question is, what was it supposed to be? Does anybody know the story behind the Subo-Lathla Skyport?

Really? I thought they were skylamps....so they could be the sloadships that went to Tear to buy slaves.

A slave market, then? Those floating things are Sload airships? It's a pity the whole Sload angle wasn't used in Morrowind. They seem to show up in the concept art a lot.
