Sudden drop in drawdistance

So yesterday i was playing Skyrim and for some reason that day i was particularly bugged by the stuttering.
So i looked up ways to remove the stuttering, and i found MSI afterburner through a youtube video dealing with said issue.
Thing is after i installed MSI and set the framelimiter to 60 the moment i started playing i noticed the draw distance in skyrim was down to the absolute minimum.
I can no longer see mountains and everything just appears out of nowhere as i approach it.
Adding to the general air of WTF is happening is that when i access the ingame map everything is white except for the space directly surrounding me (i think that it is the part that i can see in game).
Now i'm not entirely sure that MSI is to blame, but i don't know what else could have caused it and i sure as hell don't know how to fix it.
I tried re?nstalling Skyrim, i tried verifying the game cache, i tried removing MSI completely.
If anyone know what is up please help!

Oh and no it has nothing to do with the view distance settings :P that was the first thing i thought of.
I'm not that stupid, at least i like to think i'm not

I run Afterburner with frame limiter and OSD with no problems.

Are you using the Classic Map version of A Quality World Map ?

Installed an ENB or lighting mod ?

Did you delete any files left in the Skyrim folder before reinstalling the game ?

Are you reloading a save or starting a new game ?

I am using the classic map,
i have a lighting mod installed (project reality climates of skyrim)
I did not delete any files
I have tried reloading previous saves, no change.

Try deleting the mod files from the Data folder to see if it makes a difference.

Disable the mod and try again ?

I did not delete any files

Some problems in Skyrim can be traced back to buggy scripts which are *not* removed by uninstalling the game.

I have tried reloading previous saves, no change.

Try starting a new game ?
