Agreed with OP - I didn't like the change made in FO3 with DLCs witth lvl 30 cap and 9 to all SPEACIAl. Made the whole char creation/specialization irrelevant.
Agreed with freqnasty too - in FNV besides energy, unarmed and barter my char was kind of jack of all other trades with the help of magazines, drugs and clothes. It takes a bit effort but it is possible.

In FNV we have cap at lvl 30 but perk every two levels which makes it fine. I wouldn't mind a slower progression though, it was too fast in FO3 and stills seems to fast in FNV to me.

Slower would be good - I'm capped already and I haven't even been to the Fort, and I have a list of a dozen side quests yet to do, with possibly a dozen more I could add
