Summon Dremora?

Accoring to UESP Phineas at the college is supposed to sell you the book to summon a dremora. He never stocks it though? I have about 65 conjuration right now, does it need to be higher before he will stock it?

70 is the number I believe.

Don't buy it though, like carting the grim reaper about in your back pocket.

It may turn up closer to 75. It is somewhat random. Eventually he will have it.
