Okay, this is now 2 Crysis games in a row that have not unlocked the Super Solider achievement for me once I have completed the game on Super Solider. It didn't unlock in Crysis 2 and now Crysis 3. So why did I get the 3 of 7 levels on Super Solider difficulty but not for completing the game?

Is this a known issue? If so, how do I fix it in Crysis 2 and 3? This is very disappointing. I was really hoping that this was not going be an issue again and it is.

The same fix that worked in Crysis 2 works in 3. Delete your save game (or better yet, use the Cloud or something), play through on Normal, then play on Super Soldier.

That's not a fix. That's a work around. It's obvious it's the same error that plagued Crysis 2. Which by the way makes no sense because Crysis 3 kept up with my Super Solider progress for the first 3 chapters. That's why I got the 333 achievement.

So again, your "fix" is not a fix.
