I tend to agree that the dev environment is similar to the PC. Though if you look at the history of development platforms they didn't choose similar environments. They chose highest install base. That's why their consoles games appeared on SNES, Genesis, PS2, DS(coming). You are also right about appealing to the highest market. Something I keep on saying numerous times. niche games on a niche market that are expensive to make just lead to downfall. So considering these factors why 360? because you have one?

Honestly though considering the Wii has the highest install base and 46m this should be a target. Also since 360 is a similar environment it also would be wise to port the PC version to that console. That way including PC X number of players, + 28m(360) + 46m(Wii) for 64m + PC user base.
So yes I agree. If gamesas supports consoles they should support the 2 favorable candidates for different but good reasons.
