Anyway, I would def go back to the way Lyons ran it. With a heavier hand of course but It was a new route for the BOS to take and one that had potential to make the East cost BOS it's own Faction.
Now though? They've become way too close to the BOS in the west and Ironically close to the Enclave.

I don't have much of an opinion of the Institute, yet.
Tehnicly you do become leader of 2 factions(MM and Institute), BOS was actualy planed to have such an option as well before it got cut(there were audio files found that describe it a bit more-basicly you, Danse and some other wud be able to eather persuade or chalange Maxton to trial by combat which wud end up with you and Danse becoming Elders-with Maxton dead or persuaded to join you), mybe some patches DLCs will allow some of such things but atm we can only guess about that.

I know about that audio files. I would definitely have choose that option to either instate me or Danse to be the elder. I don't know why they cut it. You can become the leader of the Institute, you or at least Danse would become the Elder as a possibility.
I think my point is would we have been able to change the way they run things, and what changes do you want to make and would your faction be willing to follow it?
Well i guess that all depends on how fast and drastic wud those changes be, i wud imagine that over longer timeperiods you should be able to chanage their views considerably.(at Institute you do have full control over all of the synths as director so you wud be able to enforce your changes if needed by force easy)
Each division has a different opinion as well, the robotic head actually is on the side of synths while some are very happy with you in charge. You should at least have some back up in the meeting, so it's not just you against all the board members.
The cut content already said he has quite a few people who still believe in him though, but the cut content is about you becoming the Elder. I'm certain that if you're becoming an elder, Maxson must have stepped down or something or die, perhaps by a certain sentinel and his synth companion.
