My suspicion is that the guy doesn't know the difference between "commissioned" and "sent it in without being asked". If it's the latter he probably got the equivalent of a "Nice work but does not meet our needs at this time" rejection letter.
Reading the quotes in MK-{OmegaX}'s post, I get the impression that the artist isn't a native English speaker, so it's possible that he doesn't know what "commision" means in this context. It seems to me that what the images really are is fanart, and should be regarded as such, that's not how Skyrim is actually going to look, even if I didn't realize they weren't actual commisions by Bethesda, I'd say that because the art direction is quite different from what we've seen of Skyrim, and saying that the images weren't drawn by the same artist as Bethesda's own concept art wouldn't adress that as Bethesda would presumably want to keep the style of the game consistent, so if there were concept images that didn't fit in with the desired style, they'd probably not use them.
