the survival mode from Fallout 4 is garbage compared to the survival mods that we have in Skyrim.
I really hope they don't mess with it in Skyrim... especially if they'd plan to replace existing difficulties, like they did in Fallout.

There probably won't be any official content preloaded on the game disc, but there's hope for console players who want this kind of feature. I don't know the technical details of how he's going to do it without SKSE, but Chesko announced yesterday that he fully intends to make compatible versions of Frostfall/Campfire/Last Seed available for consoles.
isn't SKSE mostly only required for the customization in the MCM menu?
Well there you go Rick. There's hope for you yet. If anyone can pull off a survival mod for consoles without SKSE its Chesko. Of course, he still needs to release the PC version of Last Seed. So I would not expect anything for console right away. But be patient and maybe consoles will get something.
Regarding SKSE and the MCM, given all the scripting these mods rely on I would expect that the SKSE requirement is more than just the MCM, but I don't really know for sure.
There are http://www.nexusmods.com/skyrim/mods/15775/? http://www.nexusmods.com/skyrim/mods/14559/? and http://www.nexusmods.com/skyrim/mods/48265/? that require SKSE without needing SkyUI or MCM, but mods old and new are increasingly reliant on MCM anyway.
I believe someone can make a survival mode without SKSE. I think it might be more that they use MCM to make it easier to fine tune the needs.
Food and drink is in the game. We have cooking. We have disease, we have beds. We have all the core elements in the game.
If not I might decide to look into making a survival mod that does not need SKSE.
Yeah, there are a lot of uses for SKSE besides just the MCM, which requires SkyUI, which is dependent on SKSE. SKSE adds a lot of additional functionality to Skyrim's scripting system.
If anyone can do it, Chesko can. But I suspect the current versions of Frostfall and RND use SKSE for a lot more than just the SkyUI MCM.
Food, drink, cooking and beds are not the only "core" elements of a survival mod. You also need something that tracks how long it has been since the character has eaten/drank/slept and how thirsty/tired/hungry they are. You also need something that determines how much a particular piece of food/drink or unit of sleep contributes toward satisfying hunger/thirst/sleepiness. You also something that applies buffs/debuffs depending on the character's hunger/thirst/sleepiness level. You also need something that communicates to the player the characters current level of hunger/thirst/sleepiness.
None of that is in the base game. You need scripting to handle that sort of stuff. SKSE adds a lot of functionality to Skyrim's scripting system. I suspect that added functionality has a lot more to do with why these mods rely on it than just the MCM. But I am not much of a scripter myself, so I don't really know for sure.
Good luck! Have you done any Skyrim modding before? A survival mod without SKSE may be challenging but I'd be interested to see what you come up with. As I mentioned earlier in this thread, I have a script free survival mod of sorts up on Nexus called http://www.nexusmods.com/skyrim/mods/71708/?. It provides incentives to eat and sleep, but does not impose penalties for not doing so.
I have not made any mods. The only time I have ever done any mod making was for Diablo 2 (never released any mods)
Can't play Bethesda games without a survival mode. Feels shallow.
