Sorry, this is a Live Game, not steam. So most of what I said applies, other than using Live to reinstall the game.
Downloading some of the files is not only illegal, it won't work. I know this because there was an expansion at one point that some people installed with a different language than their stock game. Since it replaced the exe in this case, the game launched, but it was an ugly mismatch of languages. It is not only the graphics that has to be changed, but all the data in the databases, all the dialogue (recorded and text). Once that is changed, then the exe for the new language can be used.
In other words, this is why, in most every other country, when you want to change the language, it is really an uninstall and reinstall of the game.

Edit: This is Fallout 3, so it is Live, not Steam that is getting in your way. And, since it is not Steam, you have to get the retail disk to change the language.
