There are quite a few melee weapons, but only a few are swords. There's the Chinese Officer Sword, which is passable, similar to the baseball bat or slightly better, not as good as the combat knife. Then there's the katana from Mothership Zeta, which is pretty good, and the Shocksword from Operation Anchorage, which is pretty devastating, and one of the best out there. Finally there's the shishkebab, a monster of a weapon especially if you have the pyromaniac perk, and it's extremely easy to obtain even at the start as the quest which gives you the schematic doesn't require combat or any particular skills at a high level, and the components are easily found too.
Other notable melee options include the Auto Axe and its variants (Mauler and Man Opener) from the Pitt and the Axe and the variant (Dismemberer) from Point Lookout. None of them match a pyromaniac shishkebab, though, at least from what I've tried. I've yet to try a Tesla sword, though - haven't come across it in my travels, I think.
When you're up close, melee weapons are far more devastating than guns. The nastiest gun I can think of up close is the Double-barrelled shotgun and even that pales in comparison to a shishkebab or even Autoaxe in VATS. If you can't reach them with your melee weapon then, of course, the guns are better. Guns also give you more options - the sniper rifle is pretty much essential at times, while the assault rifle and chinese assault rifle and their variants are extremely useful at almost any range which is not too far. I love melee weapons, but if I had to choose just one of the two skills I'd go for guns. Small Guns are extremely versatile and cover even guns which aren't really that small.
