Regardless, even without Texas, the Brotherhood of Steel already covers a great deal of territory.

The Circle of Steel is an organization inside the BoS that basically serves as internal affairs.
I think that was something from Van Buren, and thus not canon until otherwise stated.
Well, I think it's important to note that at least some of these BOS chapters are splinter groups. Both the Midwest and Capitol Wasteland BOS chapters recruit openly from the general population. That is what has allowed both of those groups to grow so large and to be so successful. We also know almost nothing about the Montana chapter of the BOS. We don't know if they've stayed true to the Codex of if they, too have splintered off and started doing their own thing.
I don't know, that Lone Wanderer guy brought the Outcasts enough tech to field an army. On the other hand, the Outcasts must be pretty low on 5.56mm ammo and stimpaks.
Texas never happened. The whole Texas thing is a result of one Elder getting a paper cut while shuffling some papers and the cut got infected. The story he related about the Texas branch while delusional from fever has been repudiated by both Interplay and Bethesda.

That flag is weird. If you look at the Brotherhood power armor in FO3 the insignia has the gear on the left side like the standard Brotherhood.

I think the real question is not who is there but why they are there. Its a BIG difference in the story depending on the reason. If they are there because "androids are people too and we are here to save them" than I would be a tad disappointed, same goes if they are there because "institute bad we good" mentality. It got kind of old in Fo3 and caused some to be upset with the BoS as a faction.
I would like to see them return in this game with their original mission, to obtain pre war advanced tech. They have come to take the tech because its "their job" not because its morally right.
This is the likely reason, they have no reason to repaint the armor symbol since its basically the same thing anyways.

They sent the expedition that wound up in Chicago to the East Coast to gather tech. That was the reason for the expedition.
Once it was decided to send an expedition the Elders figured it was a perfect opportunity to get some of the more troublesome BoS members out of their hair. They would not have staffed the entire expedition with a bunch of malcontents, either. After all, they still wanted the tech.
They steer the waters of life, is my guess. All that responsibility finally proved their downfall.
