Yes, you can take their arrows and it does not count as stealing. Same goes if you shoot your arrows into the target and the NPC goes to collect his arrows and takes yours (yes, that happens). I'm not sure if this happens in all cases, but if you take all their arrows every time they shoot them, eventually they will have no arrows but keep on shooting the target. They do the bow firing animation but with no arrows and they act as if everything is normal.

Most of the time you only get crappy Iron arrows though.

well i know one place you can get steel arrows

if you got to the ill omen inn ocasionally an imperial hunstman/girl will show up and use steel arrows on a target just outside the inn
