I am trying to start it, but Tommy won't respond to me because he is stuck on stage. Any way to fix this? or do I have to wait for a patch? which might not even fix it.

I'd suggest leaving the casino, waiting until morning, and going back to check on him. Hopefully that will reset him.

If he's still stuck on the stage head back out of the casino and wait 72 hours before going back in.
