IIRC, Talon Company was just a bunch of mercenaries for hire and they were hired by an unknown third party to hunt down Good people.
like burke and tenpenny.. lol when they are in the tower they're all posh and so but when threatened they will scream and act panicked.. if they want my char dead they should have the guts to find me themselves.
I can't remember which NPC gave the graphic description of what Talon Company are capable of (think it was Reilly), but it's pretty clear they'd kill anyone for the caps.
Tenpenny hires the goons to kill you, because you're being respected in the CW. Remember, this is the jerk who sent Burke to get the LW to blow up a town for no other purpose than self amusemant.
That's why it always gives me the greatest satisfaction to blow that sob's head off, then toss his body over the side.
Oddly enough, I never see Burke in the game. I often diffuse the bomb the moment I get into the gate, and from there, I never see him again.
A shame, because I'd do the same to him, too.

Talon's will come after you even if you don't bother Tenpenny.
The theory is that in doing one or more of your character's good deeds, your character upset someone evil who then hires the Talons.
he vanishes when the bomb is disarmed. I always shoot him before I disarm it. Which still causes the now dead burke to magically conjure a contract with the talons to attack you.. =_=
Yeah, Talon Co. Attack you know matter what as long as your good.
