I'll try to explain it:

It's the state of being where you understand that you are just a dream of the Godhead, but you do exist. In other words you are everything, nothing and one all at the same time. Once you understand this, you can alter the dream as you see fit. And you become more than a god as others understand it. I'm not sure but I think you need to be in a god like state already to even begin to really understand this, because they see things differently than mortals do.

According to MK and Heimskr's sermon, Talos used his CHIM powers to turn Cyrodiil from a jungle to the way it is in Oblivion.
Hmm, I sort of understand. I'll do some more research on it later tonight.

Where is all this metaphysical information, anyway? We have information sites, so what do the people of Tamriel/Nirn/Mundus/whatever have? If you say the elder scrolls, then dammit those Moth Priests should be forcing people into their disciplines. MOAR people must know this crap; all of existence is at stake maaaaan :{U~

There are organizations that likely have a good clue (Psijics, for example), but I would assume some of the upper-tier stuff is just general knowledge of the universe that only we, as players, know. It's like how you and I hardly understand how the real universe works at all.

Of course, it's easy to talk to a God. I'm sure Hermaeus Mora is quite aware of most of this, as I would assume are most of the Daedric Princes. You might get lucky and stumble across an Aedric avatar, too.

I thought Wulfharth was?
I was referring to the combination of Tiber, Zurin and Wulfharth as the most powerful dragonborn though.
