I keep seeing talk about targeting different body parts, Eyes,Head,Groinf,etc. I have yet to figure out how to do this. Any help?

Cycle trough attack modes of weapon with mouse 2 and pick one that has sort of spiral that resembles @ in it. Click enemy to attack and location menu pops up. Click body part you want to target.

When you right-click the box your weapon is in, depending on what kind of weapon you're using, you can choose between single shot, single targeted shot, burst and reload. The icon for targeted shots in the weapon box is shown in the lower right corner and looks like a target on a shooting range. Keep in mind that your character is not allowed to do targeted shots if you chose Fast Shot as a Trait.
