Where do you think would be Tarhiel's residence? I'm trying to flesh out one of my favorite NPC's in the game for a mod.

My advice is to use the scroll's ingame and see how far you can go. From his fall point (as 'origin') you should be able to sketch (in your mind) a circle or range that he would have jumped from. Naturally i would put his house somewhere along that range.

Edit: i did this for you ingame. Turns out that with an average acrobtics skill, and using the scroll, the closest city along the arch of the jump range is Pelagiad. The jump went just a bit further so my suggestion is put his cottage somewhere in the wilderness north of pelagiad, but not too far. There is a quiet, small turret (yea i have no idea what the geological term for that is lol) of land sticking out into the lake above Pelagiad which looks ideal for a quiet cottage for a wacky mage.

To me it looked like he just jumped straight up at the point where he also falls to his death, considering he falls exactly next to his own book.

I always assumed he had dropped the book right before he fell there.

I believe that there was once a mod that gave him a home in Balmora. Tamriel Rebuilt also has (or had) a claim under his name in Old Ebonheart, just across the water from Seyda Neen.

I figured the book was already on the floor because the developers failed to think up a script that checked for his death, and then forced him to drop the book (with the drop item command, cant remember it off the top of me head)

Since he falls straight down, that would imply he jumped straight up after walking from is original origin.

If you look at his clothes he is wearing a Telvanni robe - he's a little bit boastful but has friends I suspect he lived somewhere near Tel Vos as Aryon was more likely to put up with him than the others - of course he would not have lived near Tel Branora for obvious reasons.
