I'm going crazy, I read on UESP about Tel Mora's Tower Services but I can't find it anywhere in Tel Mora or the shops outside...could someone give me a step by step guide as to its exact location???

The Tel Mora tower is damn near impossible (the Telvanni as you have discovered are giving a really bad name to service). A potion of rising force is the best method to access this cell, unless your acrobatic skills are off the chart. Enter into the lower tower (or use the potion to navigate to the upper South side of the tower were you can enter the top floor of the lower tower). Use the potion to levitate to the second floor, find the center of the hallway, and look up. There is another levitation shaft, and this one leads to Tower Services.


Clear as mud, eh?

I found that a very short levitation hop will get you onto the big mushroom root growing up through the middle of the structure, which you can walk along. From there, the middle level of the Services tower is relatively easy to get to, at one end of a walkway between two towers. It's not very obvious, though.
