Teleportation (Mark & Recall)

If Mark and Recall are such easily available spells to not only buy but to cast as well, then why doesn't the Empire (as well as everybody else in business) use teleportation spells/scrolls to transport their merchandise? I mean if the Empire has to deliver over 1000 kg of equipment, armor & weapons from Cyrodiil to Morrowind, let's say, then why not have the Imperial Legion hold on to the crates with their hands and teleport themselves to Morrowind? I would think the Empire would love the Mages Guild and use their teleportation services religiously for transporting goods. That would save so much time and money for the Empire.
I'm thinking the answer is because it would be less interesting for us (the players) if everybody in the TES world simply teleported.

Well you still have to go there once to set the Mark spell. And once you use it, it gets reset.

I wonder if there are any limitations as well. It would probably take a lot more magicka and a more powerful spell to move a shippment than just a single person.

Also, because magic is scary. Leave it to those dirty elves.
