Aryon in Tel Vos wants me to convince Baladas to join, but I killed Baladas a long time ago for the Morog Tong. How can I become a mouth and build a stronghold?

You might be in trouble. If you're on PC, you could try Journal HT_BaladasAlly 50.

There's no way around it if you're not on PC. On PC you can use the console to get past it.
