I am in the Temple of Miraak Sanctum, standing under the Dragon skeleton. I need the key to open the door in front of me, and I can't find this thing anywhere! I back tracked quite a ways and I can't find it.

So where did I miss it?

It's on the Draugr Gatekeeper that you fight in the room with the Word Wall.
