Terrain; don't think I'm doing it right.

So I'm trying to do some large-scale terrain modding, and I've used TESAnnwyn to export a raw heightmap file. This is what I've gotten into Photoshop afterward:

It doesn't really look like a heightmap to me, and the terrain programs I've tried don't like it either. Am I doing something terribly stupid?

The line I entered on the command console was: TESAnnwyn -p 1 -b 8 -h 2135(orsomething) -r -T morrowind.esm
Also tried a few other variations to no major difference. Or any minor difference for that matter.

It looks like upside-down heightmap or Morrowind landmass.

You said that you entered "comman command et etc Morrowind.esm", shouldn't you enter a name of your mod?

Ah, yeah for some reason it imports all my terrains upside-down, even my original creations from other programs. It is accurate though, apart from being flipped. The real issue is that the height map doesn't seem to display anything relating to height.
When I view it as terrain, it turns out terribly spiky. Not anything to do with sheer height/size, because even shrunk it doesn't look anything like Vvardenfell height-wise. It does retain the correct horizontal shapes though, so I know the import into the terrain engines is correct.

EDIT: Ah, I see! At standard scaling, the bits seem to loop in on themselves at each pixel, cycling through black-to-white. At 30% scale, it's beginning to look much more like a heightmap!
I used 30% because I thought that would be the right conversion, but that was inaccurate. More maths will tell.
