Terrible fps drop near diamond city (everywhere really)

Windows 8.1 64bit

i7 4770k 3.5ghz

Palit GTX 980 super jetstream in SLI

16gb ram

Latest Drivers

SLI off (since no sli support yet)

1920x1080

Everything maxed

I had a bad feeling right from the beginning when I first ran to the vault and the frame rate was flickering between 58-60fps. Fast forward, I stepped out of the vault ready and excited to play. Looked down to sanctuary not a problem, soon as I turned around the fps started jumping between 60-40, ignored it and pressed on. Played for 10 hours while experiencing jumpy fps. Eventually got to the area around diamond city and like a mini nuke boom the frame rate just went to hell. FPS at this point was like 40-30 fps constant. Inside diamond city I get 58-60 fps but the area around is a different story.

I have tried playing around with the settings,

Turning god rays to low or off. No change

Shadow distance to low. No change

Turning in game fps cap off and using the nvidia control panel Vsync. No change

Play borderless, stuttering was gone but frame rate still terrible.

Turning anti aliasing off. Nothing

And some other stuff

At this point I am waiting for the SLI profile to see if I can push better FPS. If not (I can't see myself getting smooth fps even with SLI) then some serious patching needs to be done.

I understand no game launches perfect but optimization is one thing that should be done right at launch.

Other than that enjoying the game so far, besides the bug (Preston is glitched and wont talk to me, not even a hey. Completely ignores me) its a fun game.
