Terrible Performance + Freezing + No title music

Well my first issue as the title states is a terrible frame rate. I can play the game for about a minute at a constant 60fps but any longer than that and it hovers around 20. Alt+tabbing out only revealed that it wasn't using my graphics card at all and that it wasn't using much of anything else either so it doesn't seem to be a hardware limitation.

The second issue is obviously freezing. This didn't start up until much more recently. Again, after a minute, sometimes less, the game will freeze but if a character is talking, they will finish their speech. Ambient sounds also sound to be unaffected. I can no longer test anything in game due to these freezes.

Lastly, there is no main title music. Yes I have made Windows Media Player my default player and made sure the .ogg files are associated with it.

Stuff I've tried: Unlocking my CPU, OCing my CPU, updating all drivers and Windows 7, launching via Steam and FOMM, deleting the folder in My Documents and Program Files, verified integrity of game cache, started a new game, . None of that has made any difference.

I also own the game on Steam and it is the GOTY edition.

Also, I only play at 1440x900
