There's a few steps you need to take to prevent issues. First and foremost, install Oblivion to a folder outside of C:\Program Files (and on 64-bit systems, outside of C:\Program Files (x86) as well). The CS installs into the Oblivion directory. If you already installed Oblivion inside a Program Files folder, then turning off UAC can prevent issues but this is not recommended if you can avoid it.

Personally I've never had any issues whatsoever installing it in it's default location on a 32 or 64 bit OS.
