It is being "simplified" but not in an inherently bad way. The total amount of skills is decreasing because the whole system is getting streamlined. In Todd's interview, he said that they try to think of how they can improve preexisting content (in the case of skills, by combining and removing unnecessary ones) before going and adding more stuff. This isn't oversimplifying the game. It's balancing it.
The game cannot be as large as Daggerfall due to engine constraints.
To be fair, from what we've learned, it seems like there will be a lot more variation in the land/dungeons than there was in Oblivion. There are a lot of combat improvements but I see no reason to believe that that means the end of any other role-playing elements.
Yes, it will be different. Believe it or not, they do something new every release. Just because it isn't complicated doesn't mean that it's bad.
