I personally doubt that we will see werewolves treated with a proper thoroughness in vanilla Skyrim, though IMO they should be much more prevalent than vampires. The equilibrium constant in Skyrim should be totally different from that in Cyrodiil. An add-on, maybe. It's too bad if they haven't done it, 'cause there's a lot of potential for interesting developments with TES werewolves. I'd like to see variations in lycanthropy the way we see with porphyric hemophilia; i.e., I think Beth should explore associating any werewolves they do with a Daedra other than Hircine.I don't think we know the origin of lycanthropy (correct me if I'm wrong), but I think it'd be interesting to have Daedra altering the disease to produce different strains, in the same way Molag Bal is credited with the creation of vampires but there are hints that Clavicus Vile altered the disease to create the Cyrodiilic strain and Vaermina did as well to create the clans present on Vvardenfell. My vote for another patron of werewolves is Azura, for the moon association, and to add a layer to her character.
Werewolves are something that should be in Skyrim, despite the fact that the thing is (sadly) a cliche these days. Bethesda is fully capable of putting a fresh, unique twist on the thing, but personally if playing as a werewolf/werebear/wereboar is going to end up as annoying as it was in Bloodmoon I'd almost rather they spend their efforts elsewhere, and just make lycanthropy something NPCs/monsters do.
