I Think a border area would be pretty awesome ,
you play in 2 different lands and where you can cross borders , the gaurds need to check your papers and frisk you.
some items such as skooma are illegal in the other area wich opens up new possibility's for factions ( smuggler ).
These two lands could also go to war with each other and you could pick sides in wich land you prefer
I really could go on and on about the possibility's of a border area
