[Questions] TES3Scripting

Hello!
I m considering to make some scripting in TES3 and i'd like to ask some questions about.

1) I know some basic scripting in TES4 Oblivion. and i was wandering if the TES3 Scriping language is the same. Can I use my scripts on Morrowind?

2) If the scripting language is different, where can I get help. I was consulting CS page for Oblivion.

3) Is there OBSE for Morrowind CS?

as for OB scripting, I am not familiar with OB scripting or OBSE but the syntax should be understandable enough if you can do any scripting or programming. And they answer questions here if you ask nicely.

The syntax is similar, but the quirks are different. Also, functions are named differently and sometimes behave differently. Oblivion can do some things with a bit more flexibility (like scripted spells) that you can't do in Morrowind. MW Scripting for Dummies is the single best place to start. MWSE is like OBSE, it adds a bunch of helpful functions that give you a lot more freedom.

the ES official site had a "oblivion scripting for morrowind modders" section in their CS tutorial pages, but that seems to be inaccessible now that they changed the page to promote skyrim.
