Thanks for the replies.
I think the windows registry is the issue. I upgraded from Windows XP to 7 about a month ago and the installation I'm trying to use this with was restored from a backup. Tes4Edit is trying to point to Program files(x86)/Bethesda Softworks/Oblivion, which was the location I tried creating a new clean install of oblivion after the upgrade. I'll try to figure out how to edit the registry.
EDIT: I poked around in the registry, and I'm not sure what key i should be looking for. Wrye, Boss, and OBMM, (which all work fine) have registry keys that give them a path and those all point to the proper install of oblivion. I found no such keys for Tes4Edit
