It will have, but it's in another province than the game is, and you won't see anything other than a few references to it in NPC dialogue and in books.
I wish Bethesda has hired the best fantasy writers of all time (including resurrected dead ones) to write the text, dialogue and story of the game.
Granted, the best fantasy writers from the past, present, and even future are all summoned to make TESV a new pinnacle in not just game writing, but storytelling itself. However, it is filled with gross depictions of violence, gore, and sixual acts. It is banned in all countries, and the game never receives more than a limited release of 1000 copies. Bethesda softworks receives terrible publicity, it and all subsidiaries (Bethesda game studios, id software, ect.) go bankrupt, and the elder scrolls series ends. The series is kept going several years on, in the form of mods for currently released titles, but as time goes by, it fades to nothing but a memory.
I hope TESV incorporates more than one province.
