Texture streaming needs to go

While trying to improve my FPS in FO4 I looked at the inis online and found a hidden line for fallout4.ini:

[LOD]
bUseTextureUpgrade=1

By turning it off, it single handedly removed all my stutters while looking around and improves performance dramatically, was at 20-30 FPS, single digits at times, and drops whenever looking around. After switching it off, minimum 40+ FPS consistently in heavy areas. Ran around Boston Commons, flew around in my vertibird, all smooth. However, it seems the game relies on the texture upgrade in several parts, and refuses to load the high-res textures - and outright glitches the graphics after entering a new area or interior.

Can others test this? The streaming is hurting performance too much and causing alot of LOD texture bugs that many are experiencing even with 4GB+ VRAM. It would be nice to have an option to turn it off for PC and load the textures traditionally.
