Thane of Dawnstar bug? : V

I've done every quest to become Thane of DS except for getting the book for Rustleif. When I talk to him he does not give me the quest and I cannot seem to trigger it with dialogue. Does anyone know why/how I can get this quest to start? Is this a known bug or what? Please help! Thanks in advance.

I dont know why its not triggering just that you should be able to talk to him (like the others that want rare gifts) and get him the item from a random location

im having the same problem in riften, i bought the house and did every quest for the town but no way to become thane, my quest tells me to return to the jarl, but when i talk to her the "I BOUGHT A HOUSE AND MADE UR PEOPLE HAPPY" part isnt there!

I'm terribly confused about this. It really does blow. Do I have to be a certain level or something? Isn't there a quest for the old alchemy woman as well? If so I cannot get her quest either.

as far as i can tell it shouldnt require a level least not one indicative on the wiki

I can't find any bugs for this quest listed anywhere. I really am at a loss. It really svcks because my first toon had the waking nightmare bug. Now on this one while using my diligent save system I still cannot get thane because of another crappy bug.

Does the Jarl of Dawnstar initiate the fact that I can become thane? If so he has not done so. I just talk to him and have only 2 lines of dialogue one about safety from dragons and something else I forget what it is. Or do I just go about helping people and it starts that way?

I dont know the exact amount but part of the process of being thane is to help out the people of Dawnstar, should be a similar process to other holds for thane

I am having the exact same issue. I also bought the house, and returned to the Jarl, however there is nothing regarding completing the quest in the Jarl's responses. He does have the quest arrow above his head.
I have went back to him each time I visit Riften, but nothing has changed. The quest remains active in my misc quests.

I heard that if a Dragon attacks Dawnstar it can create quite a few bugs. Never heard it affecting your ability to become Thane but then again, it could host a couple problems.

So after updating to 1.3 the dialogue from Rustleif and the Jarl both work and I was able to become Thane of the Pale so that rocks. Thanks for the help though as well.
