Thane of Hjaalmarch?

I'm not sure if this is mod-related or a bug, so I'm asking here because I'm really only running about 25-30 mods.

My character enters Solitude and approaches Jarl Elsif. He's given the "Man who cried wolf" quest. He completes this. Then he gets the "favor" quest for Elsif. He completes that and now both quests are completed. Returns to Elsif and is thanked. She then directs him to talk to Falk again.

However, according to IGN, here's what supposed to have happened:

"After you have completed [the personal favor] go back and talk to the Jarl. She will invite you to be a thane of hers but in order to be a Thane, you must first own property in Solitude. This property can be purchased from Falk for 25,000 gold pieces. Once you buy the property, go and talk to her, and she will appoint you to be a Thane of Solitude."

When did this change? What do I have to do now? Because the next quest in the "Man who cried wolf" (trying not to give anything away) is so freakin hard that I'm waiting until I level up a bit.

So do I now have to finish this new "wolf" quest before I can become thane? (Was this changed by the USP?)

Edit: Sorry! I mean Thane of Haafingar not Hjaalmarch.

I find the best info is on UESPWiki, like http://www.uesp.net/wiki/Skyrim:Thane_of_Haafingar for being Thane of Haafingar. That site has more info about possible bugs and issues that can happen.

do The Man That Cried Wolf and Elisif's favor, then purchase the property from Falk. It is at that time that you will be made Thane.

First, thanks for the link. So if I read that page correctly - Elisif's disposition to me has to be above 3. How to I get her disposition up? Because right now, the dialog option for the quest isn't appearing at all.

I don't know. That's it. This is exactly what I did:

(1) I approached the throne and volunteered to do the "Man who Cried Wolf" quest.

(2) I completed that quest. I was given the next quest to do a personal favor for Elisif. While out doing that quest, a courier delivers the Wolf Part II letter from Falk.

(3) I did the favor quest. I returned to Solitude and Elisif, who thanked me, told me I could buy property and told me to talk to Falk. No dialog option appeared about becoming Thane.

(4) I bought the property.

(5) I started - but did not complete - the Wolf Part II quest (it was too hard and I wanted to level up).

At no point have I been offered the Thane option.

Edit: I just had a thought - I'm playing the "Live Another Life" quest - but have NOT started the main quest. But that shouldn't have an effect.

Edit: @ Daedric Dovah: That did not happen in my game.

@ Daedricc_Dovah: I'm not being clear. I don't have the quest to help people. You know, do 5 quests to help my people thing? So if I do 5 quick quests to help people, it doesn't do anything because the umbrella quest to become Thane has not triggered. Does that make sense? It should have triggered, but it didn't. That's the problem.

I'm at level 12 if that means anything ...

Yes it makes sense. Even if its not triggered, you can still help the people and it will still count when it's officially opened.

You done everything right, you don't need to do the 2nd part of the wolf.

After purchasing the property and doing the favour just speak to her again and she should give you a quest to help her people. Once done you can become thane.
