I've learned from Elder Scrolls Pages that this sometimes doesn't trigger, even if you've completed the minimum 5 help quests (which I have). Is there any way around this? I'm still a bit baffled as to why this is the only Thane questline that's designed differently than all the others. Methinks that design choice is the main culprit behind it being buggy.

The series of three quests beginning with Helping Hand (healing potion for Wujeeta) are required. You did those?

After reading the page again I think I get it. I have to do Helping Hand, The Raid and Supply and Demand regardless of how ever many other Riften quests I choose to do. I breezed through it and assumed it was the Jarl who would give me those quests. So I'm guessing that those count as three of the five needed and that the jarl quest will trigger after completing these? I also read that Wujetta isn't essential, so if she died somehow I'm screwed. Fingers crossed...
