My current Imperial is having hard time with Thanelen Velas for Hlaalo murder quest. Speechcraft is her best skill, so she has no problems taunting him into attacking her, but as he does, she still gets a bounty once she hits him back (and I even wait and allow him to hit my poor physically weak girl just to make sure I don't get a bounty). Also, the rest of Camonna guys and girls rush upstairs and gang on my girl.

I find it odd, because in another playthrough with another Imperial who did the Little Story quest, she didn't get bounty after taunting Velas into attacking her, and nobody rushed to help him either. And that one was a sturdy and rather loud Imperial, whereas this one is a discrete non-combat Imperial, and yet they get oddly different results in the same situation. Why is that, and how do I solve this? I tried to command him and to lead him outside, but he wouldn't follow.
