That Was Unexpected..

Well, I was sent to tell the King Colonel Hsu would sent supplies etc, and be diplomatic. But pacer becomes violent and starts shooting at the NCR troops inside the School of Impersonation. I am then forced to kill the King, and everyone inside the Kings' place. I am now vilified in Freeside and failed the Kings' Gambit quest.

Pretty Unexpected.

You had to kill pacer quick. It seems you let him and his buds start the shooting up before you could ice him. Oh well, at least yo got that stage to dance up on!

Ehh... You didn't have to kill The King.
Pacer and a few of his boys didn't take kindly to playing nice with the NCR, even though The King was prepared to.
Only a few of The Kings become hostile to you and the NCR. Killing The King, even though he was cooperating is why you are villified.

I was just wondering if that was supposed to happen. I went in with the intentions to peacefully negotiate things within the NCR and the Kings' place or whatever. Instead, Pacer starts shooting and the Kings become hostile.

Pacer never starts shooting at me. I ignore him completely after schmoozing him when he's guarding the door and I want to visit the King. I know there are other quests involving him with the VanGraffs but I ignore them too. They aren't necessary to my game or my rep. Did you do those? Maybe that's why he started shooting? I'm just wondering what else you did in case I want to try those quests another time. :)

The Kings aren't worthy to be in the presence of Caesar

If you don't waste your favor for something else, you can get the King to stop the violence without the showdown in the school of impersonation.

Spoiler
I believe that's actually a scripted event

When Pacer and The King argue, Pacer will begin shooting (as will his allies) only to be gunned down by the NCR.

If you shoot Pacer the other Kings may turn hostile (they did in my game) but if you just let the NCR gun him down then all should be well between you and The Kings.
