Im level 53 and ive done the 1st part of the white phial quest a while back but the 2nd part of the quest has never became available for me....never.Am i doing something wrong?

You may have to wait for awhile a few days until you receive a letter to return to the shop for the second part to start. What part are you stuck? Have you returned the broken phial yet?

yeah i did that part moths ago in game time.

You must have advanced in the main quest before getting the second part of the quest. You'll get it after you've done the quest "The Throat of the World".
