I've done it without power armor and without cheating and I'm only on level 32, game set to Normal.

Shoot for the legs.

I played a sniper build as my first character. Near the start of the game that story sounded mighty impressive. By the end, it was more like "you only did that one time? I'm on, like, my third this week."

I killed a Legendary Skulled Deathclaw Alpha with a Pipe Pistol and a few pieces of found Armor at Lvl 12.

I ended up on top of a piece of architecture that it couldn't quite manage to reach me on. Pure random luck

I have killied about 20...never use Power Armor...too slow and cumbersome.

Its not that hard, if you use the terrain to your advantage. Perfectly placed stairs, that slows down the AI enough to sidestep the attacks. I was level 15. Deathclaw Alpha.

I killed the deathclaw in level 5 helping the Minutemen. Stayed on the roof and killed it with a Bleeding 10mm pistol (which is an OP weapon at low levels). LOL

Heh, I haven't used power armor in ages, Deathclaws still don't know what hit them. One shot, One kill.

I'll be impressed if you show me a screenie of your level 20 or less character fighting a deathclaw toe-to-toe in your undies with a melee weapon...

(I don't know why the deathclaw would be in your undies, but fashion is fashion, eh?)

Cait and I have killed three heading south scouting the glowing sea. In all three cases it was in an urban environment and we were able to hole up in a house and unload on it through the windows.

You know what they say, never commit armor to a built up area without infantry support.

You can add me to that list. I rarely wear power armor, and I've killed a couple dozen deathclaws.

I eat Deathclaw Wellington for breakfast.

Stealth + ninja + sniper rifle = dead deathclaws in 3 shots. Also works on Mirelurk queens and Behemoths. Stealth + Ninja + Mister Sandman + Silenced Gauss Rifle = Take out any enemy in one shot.

What Shane said above....shoot like crazy for the legs first. Soon, it's Deathclaw burgers for everyone.

Legendary Deathclaw has mutated!

Was in Natick Banks for the first time recently, playing on Hard for honesty's sake, and encountered a Behemoth, an Alpha Deathclaw, and FOUR standard deathclaws in succession immediately after. I was with Nick, and we approached the town from the West (almost on the edge of the map) and encountered the Behemoth and Alpha beginning to fight each other...ended that mess quickly with a few missiles, then Deathclaws just seemed to be everywhere in the immediate area. A few well placed shots, drop a few mines for insurance, and done.

Don't know what conditions collided to make that happen, but on my word it did. No power armor. Just combat armor, a laser rifle, missile launcher, and a few frags and mines. Not all that hard really. I adjust my settings to make sure I can see characters far off, and I usually drop them before there's even a fight. The couple that have spawned once you cross a trigger are easily crippled, or outright killed, with bottle cap mines...just make sure you are no where near it when he sets it off...or you've overlooked a tree or obstacle (or a damn rail--my personal bane) immediately in front of you when you let a missile loose.

Bottom line: power armor is not a necessity, even above normal difficulty...useful, yes; necessary, no.
