I did all three jackpot missions but I'm not sure if I got the ballistic weave armor mod yet. I spoke to tinker tom. How can I confirm that I got the mod? Is there a way to find out if I have it or not?

Best way is to try to use it. Take a MM uni, dirty fatigues, etc. to an armor station and give it a shot.
Admiral is right. You can just try to use armor bench. I think there is a bug with getting this mod. I did all RR missions I could and did not get the mod, had to use console commands.
how did you get it with console commands ?? I have same problem as you had .

Commands at bottom.
I used the way from wikia
"Due to the dialog flag setting, it is possible to miss the chance of learning this mod. Drummer Boy will keep telling you Tinker Tom wanted to see you but Tinker Tom won't initiate the corresponding dialogue. Console command SetStage 5BC93 260 will fix this.
One may also get this mod without doing P.A.M.'s mission by typing
Set RailroadClothingArmorModAvailable to 1
Set RailroadClothingArmor_ChanceNone to 0
in the console."
I used way 1, it was exactly my case. I went to RR HQ, used this command and tried to speak to Tinker Tom again. He had no specific dialog option so I thought it did not work. But I went to check on armor station and found out that I got the mod.
well still a no go for me .. oh well is 1 of those things i guess
Never had a problem with this on Xbox 1 -- did it again just last night, and actually this time it unlocked after only the first DIA cache, rather than the second, as in previous playthroughs. Set up Mercer Safehouse, report back, retrieve DIA, boom. Difference this time was I hadn't actually yet spoken to Tom and didn't even have any MILA quests active.
Beauty of a mod, though. I hardly ever wear PA anymore, unless I'm going into the Glowing Sea or an especially hairy interior location.
It is definitely the first jackpot mission that unlocks the Weave. After you complete the mission, Drummer Boy will tell you to talk to Tom.
Tom, in turn, mentions that you found some "crazy isht" but that the "creme de la creme" is "ballistic polymer weave" .
Once he says that, you have it unlocked.
Of course, this is for a bugless playthrough, haven't had this not work for me.
i have over 800 + hour and this is my 1st bug . so anywyas i have 1 at 90 and another at 74 and neither had any problems with anything .
This 1 is at 66 and i have run into a couple . which really isnt bad either .. i'll still finish what i got in mind for this character and be all good .. with BW or without it .. make no diff to me ..
just wanted it to have , not anything as a must have .. never seen weave stop a exp. auto assault rifle or exp mini .. lol ahh heck just kill'm all is all good .. next is Automegatron .. maybe they can use some weave .. LOL
Did you write the full command? It is easy to miss, but the to is part of the command
Set RailroadClothingArmorModAvailable to 1
Set RailroadClothingArmor_ChanceNone to 0
