I take that to mean that , like say "gray" gear in other mmo's (IE vendor trash) can have a higher dmg/armor rating but that rare drop has bonuses that make it better in terms of what it provides over that.

Like for example, you could find a sword that does 100-120 dmg, but a dropped rare sword that only does 90-100 dmg, however it has an enchantment that provides bonus lifesteal and critical dmg, which make it better then the item with a higher base dmg/armor.

Then in turn a crafter can improve said item to make the base stats even better.

This is the way I read it to be.

Yeah think OP is reading that quote wrong.

He says crafted gear will be better than looted gear. Then there are enchantments you learn from looted gear, that you can then use to make that crafted gear even better.

So yeah crafted gear will be better.

Assuming my understanding of the system is correct, no. You need to have the passive to allow you to work in the tier that is being improved. So you would have to level crafting to at least that items tier to improve it. Not too mention the tempers to actually upgrade it.

people need to read this. crafters can only improve the loot drops with set bonuses. Basically loot drops improved by crafters (or improvers lol) will be the best gear in the game.

Right, but essentially you find a diamond in the rough item with a unique enchantment that players cannot learn and pass it around or upgrade it yourself to max making it better than crafted gear depending on how good the unique enchantment is.

*improvers - let's go with that

No I think you are reading it wrong.

Certain enchantments can ONLY be found on dropped gear, you can not craft them.

Crafters can "improve" upon those items to make them legendary but they can NOT "craft" said items with the unique enchantments.

Thus crafters will become basically enchanters for end game/high level gear, unless these "unique" drops aren't that good (which I doubt, if any other mmo has shown us that).

I previous ES games, the best gear was the rare or unique gear that you found through quest grinding at low levels, and crafted or improved gear at higher levels. I think they both have their merits, but we'll see in the long run which is better. I think it's too early to say.

I am saying this:

As a crafter you can craft gear with a certain type of mod on it (say +poison damage)

A loot dropped item can have better mods than crafted items (say +poison damage, and +crit).

So, the best mods in the game are found on looted items; however, now you can use tempers to upgrade that looted item from grey, to green, to blue, to purple, to orange, to whatever to make it the best item in the game.

You can also do this with crafted items, but since you cannot craft items with the best mods in the game, they will fall short at end-game.

So basically, there is no point to crafting your own gear at end-game. All you want to do is collect as many materials as you can that allows you to upgrade items (like tempers), and wait until an item drops with the mods you need (since you can never craft an item with the mods you will need).

Thus, crafters are glorified "enchanters," because all they are good for at end-game is improving loot dropped items.

If you need a crafter in the process to achieve it's maximum potential that makes it crafted, even if it dropped from a mudcrab originally.

Yes we know that already. But those set bonuses will not be better than the unique bonuses that are only found as drops and cannot be learned by crafters.

did anyone actually think that just crafting (without any dungeon/raid/etc) would allow someone the best gear in the game? Really? This game?? This game is fishing for too broad of an audience for that.

Not to me, a crafted item is one made by a player.

An item that is dropped by an npc and then "improved" by a crafter is not the same, it's an improved item, not a crafted item.

This means in order to "obtain" that item you can not go to a crafter and ask them to make one , you will instead have to find the item, THEN ask the crafter to "improve" it, as they can not actually craft said item.
