These are my suggestions for the best module loadouts.
Armor- Proximity/Energy Transfer
Stealth- Stealth Enhance (Exclusively)
Power- Weapon Pro/Aim Enhance/Mobility Enhance
I’ll go in depth as to why I suggest these, and I’ll talk briefly about some other alternative, but arguably decent modules. I’m purposely leaving off several modules whose usefulness is incredibly limited, or if by choosing them you would be sacrificing much more useful modules.
Armor
Proximity Alarm- 8/10. I love this module. I find its usefulness in that it gives me a heads up as to when an enemy is sneaking up on me. By listening to the alarm, I can determine the location of an enemy, even through walls, simply by following the increasing volume of the alarm. This allows you to know when it’s safe to reload, as well as indicating when you should power jump to surprise an enemy who is rushing towards you from around a corner. It also allows you to quickly gain kills, because you can actively seek and hunt down enemies that are hard to find or are running away from you. By the way, this works on cloaked enemies, too, which is why it's actually more useful for tracking down enemies than the actual Tracker stealth module. This module will help you maintain a high kill:death ratio.
Energy Transfer- 8/10. Better than Nano Recharge. This gives you energy right when you need it most- when you’re vulnerable after just engaging an enemy. It provides preparedness to engage another enemy immediately after dispatching the first. This allows you to activate cloak and quickly evade, retreat, or surprise incoming enemies, or activate armor to protect yourself. My personal favorite strategy is to cloak and power jump over an incoming enemy, and shoot them as they spin around to search for where you went. I would argue that this is on par with Proximity Alarm, and when it comes to fighting off several enemies at once, it's actually more useful than Proximity Alarm.
Nano Recharge- 7/10. This one is a pain to level up, but it’s a really good module. If you spend a lot of time sprinting, this module lets you catch your breath much quicker, and can help you fight off multiple enemies that attack in quick succession. However, it only works if there is a few second break between incoming enemies, and often times, there just isn’t enough time to allow this module to take effect, which is why Energy transfer beats it.

Stealth Enhance- 10/10. I can’t justify using any other stealth module. Stealth Enhance is too important to give up, at least for players who are constantly sprinting while in cloak. It reduces the drain speed of your energy while in cloak, allowing you to run further distances. It also decreases the length of time it takes to become completely invisible after activating cloak, and eliminates your shadow while in cloak, which could easily give away your position.
Covert Ops- 6/10. This could prepare you for an attack by letting you know an enemy is nearby by listening for footsteps, but Proximity alarm already takes care of that demand, and wouldn’t require sacrificing stealth enhance. Although, if you would rather use Energy Transfer or Nano Recharge for you Power mod, Covert Ops is feasible.
Tracker- 5/10. This is great for figuring out where fleeing enemies have run off to, and allows you to hunt them down quickly. However, it only works on people who aren’t cloaked, and because of that, its usefulness is incredibly diminished. If they aren’t cloaked, you should be able to find them pretty easily. And if you don’t see them, chances are they don’t see you. Not only that, but the person has to be MOVING within a small radius from you for a length of time before the tracker will even activate.
Visor Enhance- 4/10. While aiming, this helps to see people from far away or that blend in with the environment. However, it doesn’t particularly make cloaked enemies much easier to see. They just become a slight shade of red instead of blue, but still hard to see. And Nano Vision is trash because it’s way too underpowered. Nano Vision was supposed to be the counter to stealth, but it doesn’t work at all. You’re better off looking for the blur of a cloaked enemy. Not worth it.
Cloak Tracker- 3/10. Sounds great on paper. But it doesn’t work at all like they suggest. This only works if a cloaked person is within a certain distance from you, and remains there for quite a while. By the time the cloak tracker even activates, the person will probably be long gone. Unless they’re camping. And if they are, they’re probably about to kill you.

Weapon Pro- 9/10. 60% reload time, 50% ADS time, and 40% weapon swap time. Reloading your weapon in nearly half the time will undoubtedly save your life in a multiple enemy encounter. A 50% ADS time means you get the first shot, and if you don’t miss, that means you beat an enemy with the same gun every time, granted all other conditions (health, armor status) are equal. A 40% weapon swap time doesn’t come in handy too often, but when it does, you’ll be glad you had it. This is incredibly useful for people who use C4 or are trying to go kamikaze with a grenade. You can whip out and toss your grenade or C4 instantly.
Aim Enhance- 8/10. Practically eliminates recoil and bullet spread, making any weapon capable of long range. Makes every aimed shot as accurate as possible. Also, 160% movement speed while aiming means a devastating strafe, which makes you a much harder target.
Mobility Enhance- 7/10. Combining this with Stealth Enhance is a cloak-runner’s dream. Not only does it basically double your sprint endurance, but it also reduces your energy drain from jumping. And this is a big deal if you like to power jump over enemies to confuse them and shoot them in the back. It also allows you to pursue evading enemies, as well as get out of situations where you’re outnumbered. Also, with this module, it only takes 25% of the time it normally does to ADS after sprinting. That saved time could very well save your life.
Rapid Fire- 6/10. Provided that you don’t miss, equipping this module means you can deal lethal damage to an enemy faster than he can to you. It could help you deal with multiple enemies at once by minimizing the amount of time they have to shoot at you. The problem is it creates greater recoil, and you find yourself bleeding through ammo faster than you’d like. However, this module doesn’t prove to be as useful in as many categories as the others, so it isn’t as universally beneficial.
