I'd chalk it up as just a scene from using Memory Den, like a flashback, or that it's simply an editing mistake.

For those not understanding, the part of the trailer shows people lined up to get into the vault, yet shows a person standing in the shadows by the fence for a second wearing a vault suit. It begs the question why a vault dweller would be out and about at all.

All guesswork, any answer is as good as the next.

Because of the shiny blue van it looks like it's taking place in the protagonist's memory or in the past (before the bomb). Either that or driving is confirmed.

Huh. Looks like he's wearing a newer version of the Vault Suit, like the one the main character wears out of 111, so it might be someone who works in the vault?

I'm going to agree that if it isn't a glitch, then it is likely memory Den type of stuff.

What if our PC doesn't really know or remeber what happened prior to entering the vault. If this is the case, it could be that we go to the Memory Den looking for clues.

I'm with this. It could just be someone working in the Vault. You don't think they just go unmanned until needed do you? Surely there's maintanance and perperations that are ongoing before and during the need of a vault

apparently in fallout 2 there was a quest where you could go back in time and destroy the waterchip (the one in fallout 1)

so it's possible that it is time travel?
