Vertices shooting off into infinity is "always" (as in "maybe there are other cases but I've yet still to stumble across any") caused by missing the proper bones they were rigged to in the skeletons.
That last picture for example clearly shows a robe with some lower hind parts rigged to the tail bones, and a usual skeleton.nif doesn't have tail bones, that's why those robes most likely came with their own skeleton replacement, which in turn was replaced by the next mod with its own custom skeleton.nif that was installed.
It's a pity there can be only 1 custom default skeleton, the one that was installed last, and there are so many mods requiring their own to work right. It's a really tricky business, unless you manually "merge" all skeletons from all mods of this kind you're using yourself, which of course is not an easy task.
And there's a very visible difference between rogue weighting and missing bones in the skeleton. Only the latter can shoot into "infinity". The first will always stay close to the mesh, as it keeps its relative distance to whatever "wrong" bone it was rigged to.
