The problem is that Graham is a really souped up NPC in terms of stats and equipment. Hsu and all of them are mostly fairly durable compared the typical NPC, but don't hold a candle to Graham. It would in all likelihood end with Graham as the winner.

I couldn't think off the top of my head someone with the same stats as graham who was in NCR or ex-NCR.
Maybe Boone instead of Hsu ?

But Kimball is basically useless in a fight. He does have a fair amount of hit points and a decent guns stat, but he doesn't even have a weapon. At least Caesar has a pretty weapon, and better stats for that matter.

Give him a 9mm pistol, that would suit his character I think

The higher ups of nations, or empires have rarely ever ever fought in battles. Even long ago I don t think it happened. That is why they have soldiers.

It would be easier, and way less loss of life it heads of states just squared off, but sadly I don t think it has ever worked this way.

If you cast way way back I'm sure there were plenty of warriors that went into battle with the soliders, medevil time, time of the samurai maybe others ?

How about Greece, and Medieval times where the kind lead his armies into battle, such as the crusades?
