Is he one you can buy? They can be guard dogs at settlements I think.

I think its a random encounter where you see the mongrel getting attacked by raiders or something. Don't remember. But you can walk up to the wounded Mongrel and heal it. I believe their is an option to have it become a temporary companion, but I just healed it and left it there so I would know.

the first time i came across the drive in i met a guy and a dog. the guy trys to sell you the dog claiming thats what he does for a living is raise dogs. at the last minute he bailed out on selling me the dog so I'm not sure if you can actually get him or not or if i messed up by having dogma. i disbanded dogmeat sent him home and when i cam back super mutants had killed the guy and that dog was what was left just hanging out.

You can buy that dog

but it's not available as a companion. Guy will ask you to what settlement you want to send him and dog will appear in that settlement as an inhabitant. Same as when you buy brahmin. Build him dog house and he will use it. Or he will use existing one if settlement already have some, like Sanctuary.
