Do the casinos have difficulty levels?

I've always heard "7 luck is the point where you'll technically always get a profit," and I assumed that was so, until recently when I made a 7 luck character. While this was true for the Atomic Wrangler and Gomorrah, that statement suddenly died the moment I entered the Ultra Luxe.

I also remember that while my 10 luck Courier (obviously) cleaned out all the banks with ease, the Sierra Madre DEFINITELY seemed to take longer and to be harder.

Was it just bad luck or is this the case? Do the casinos have difficulty levels?

I made a character with 9 luck and got the sixy sleepwear (or whatever) for 10 Luck, and did way better then my level 7 luck.

well, its pretty bad to depend on casinos for caps..

honestly though get 8 luck and buy 10k chips per casino and just keep button mashing on blackjack and the achievement shall be yours

That's a good question. I don't know for sure if different casinos have different levels of difficulty, but I have noticed that it is more difficult to win at slots in The Tops, the Sierra Madre, and The Ultra Luxe than it is to win at slots in Gomorrah or the Wrangler. Maybe it's just bad luck, but since you seem to have the same problem I think it's worth some testing. I'll update a little bit later after run some trials at the different casinos (except the Sierra Madre)

I think blackjack is easier at the ultra-luxe. And BTW does anyone know the card values for faced cards when played with number cards and when played with other faced cards?

From what I've noticed, they made the Casinos harder with one of their patches.
A year ago, I always played Roulette, and with a Luck of 9, it took about 15 attempts in average to get my number, and thus a 35x return.
When returning to NV in October, this wasn't the case anymore. It's now possible to bet more than 35 times, without any success.
The safest game to win is Blackjack, it's impossible to lose more than 2x times in a row, if you know it works, and if you resist on being too cocky on the double downs.
Slots are also ok, just bring in enough chips for 20-25 bets.
However, I think 7 might be not enough to be on the safe side of playing. I can already feel the difference between 8 and 9, but that could be my imagination.
A good portion of randomness is definitely in there, too. That's safe to say.

Tops
Ultra-Lux
Sierra Madre

Technically, Ultra-Lux and Sierra Madre seem to be tied in difficulty. And by difficulty I mean that the dealers seem to have high luck stats, getting them better hands more often.

I only ever play Blackjack at the casinos in the game and this is how I see it too. The dealers at the Vikki and Vance, Atomic Wrangler and Gomorrah all have to hit on a soft 17, but the dealers at the Tops and the Ultra-Luxe both have to stand on a soft 17. Its generally held that having the dealer hit on a soft 17 removes some of the house edge since they could easily go over.

IIRC the casinos don't have difficulty ratings since all the games are based on random number generators and your Luck skill.
A Luck of 8+ if almost guarenteed a win unlike the 7-, this was my case in the Strip, I haven't tried the Sierra Madre because I never realised how it worked until recently.

That also didn't have Blackjack or Slot machine.

Actually I think it did have BlackJack but I always went to the Roulette tables near the "break the bank" number so I could put money on 1 number and get something like 36,000 back from it

It does have Blackjack. I know...because I only play Blackjack.
